Just a couple do have surrender.
The variables are penetration, which often varies by dealer and how blackjack minimums vegas it is.
South Point for example offers pretty crappy penetration most of the time.
Penetration that even by my standards makes the game unplayable.
But during crowded times, penetration improves.
That brings us to the second variable crowded tables.
Some of these places, I consider playable, when you can get heads up or in the case of 6 deck games, one or two other players.
But during crowded times, with full tables, especially with side bets, which many lower limit tables have, the game slows to the point that it's "difficult" at best.
Downtown games aren't as good, but they're next door to each other.
Locals places tend to have better games, but you have to drive.

All Stations have the deepest 2D pene, many with beatable sidebets like LLucky, LuckyLs, and KBounty.
Stick with the shops downtown and the off-strip casinos favored by the locals.
El Cortez is your best bet, but keep your sessions short and watch your bet spread as they are very sensitive to counters and will back you off quickly.
